Halil Eldemir was born in Ankara in 1973. He completed his elementary education in 1984 and graduated from Bursa Imam-Hatip High School in 1990. He graduated from Selçuk University Faculty of Engineering-Architecture in 1994. He completed his military service in Diyarbakır 8th Base Command as short-term private and got discharged on 30/11/1995. Between 1996 and 2015, he continued his professional life in the private sector. He was elected as director at the Chamber of Civil Engineers/ Executive Board of Bursa Branch between 1998 and 2002 for two terms. He was elected as Member of Parliament from AK Party – from Bilecik- in the 25th and 26th term. During his term as the Member of Parliament, he worked as Executive Board Member of AK Party Group and Member of Presidency Council of Committee on Public Enterprises. While working as Counsellor to the Minister of Environment and Urbanization, he was appointed as Deputy Health Minister with the Presidential Decree of 1 July 2018 and no 2018/27. Eldemir is married with 4 children.
